Why not make subplots? Ones people can sign their character up for. That way not just the same people are involved in the big plots and/or the action all the time. You can make a list of badass premade subplots and when new people come around they can be like, "Thats cool!" and take it. And there should CERTAINLY be a cap on how many you can sign up for. I think if more people could get involved that way and the gossip thread wouldn't have to talk about the same people.
